Why does denver have so many police brutality complaints/cases?

This is really simple, but you just don't get it. It is cheaper to pay that money than ot is to litigate the case, whether the City and the Officers are vindicated or not. The savings is in AVOIDING COSTLY LITIGATION. I have been involved in settlements of a $100,000. That doesn't mean I did anything wrong (because I didn't). It just means that the City often takes the cheaper way out.
