What to do with this thing on my foot?

A little while ago me and my friend were walking around here neighborhood a lot and I got a little blister from my flip flops my mom kept telling me not to touch it because she was gonna do something to get rid of it or something and I kept asking her but she still never did anything now its all dried up and hard and it's ugly how can I get rid of it?
