If you've become an Australian Au Pair and decide to leave how do you do that?

Let's say you know someone who has become an Au Pair and they decide it isn't for them and they want to go home... Their advisor told them they had to wait for 2 months before they were allowed to leave... Is that true? And if you believe that you are being mistreated, what do you do? Who do you contact? My daughter has become one and say's she is being treated like a slave.. She saved the money to get there but doesn't have the money to get home.... Does anyone know where I can guide her for help?
